New Prontera Technologies Corp. (NPC) successfully launched the early access phase of its disaster resilience platform, bagyo.app, during an event at the Summit Hotel in Naga City on June 18, 2026. The youth-led initiative focuses on aggregating weather data, citizen-sourced distress reports, and artificial intelligence-verified alerts to assist in localized community preparedness and emergency response.
The event brought together over 80 incumbent and incoming youth government leaders to experience the platform. According to the company, the software is powered by an automated emergency reporting system called the Autonomous Emergency Reporting Intel System (Agent A.E.R.I.S.).
Platform Demonstration and Technology
During the launch, the NPC team led an interactive, gamified demonstration of the app’s reporting features. The youth leaders in attendance created mock emergency reports, with the system identifying the reports securely through unique blockchain transaction hashes or “on-chain” transaction IDs.
NPC noted that the application incorporates on-chain reporting and Zero-Knowledge (ZK) proof technology. The company stated these features are intended to protect citizen identities while maintaining verifiable public records during calamities.
The launch featured insightful addresses from key local youth leaders and figures championing digital innovation, including Atty. Angel Ojastro III, Hon. Jefson Romeo B. Felix (City Councilor and SK Federation President), Hon. Illiad Kishi Nicole D. Chavez (City Youth Councilor), and Hon. Shinri J. Relucano (SK Chairperson, Brgy. Abella).
Memorandum of Understanding Signed with SK Federation
The event’s culmination was the formal signing of a Memorandum of Understanding (MOU) for a youth-led disaster resilience collaboration.
NPC Chief Executive Officer Jared Dillinger and SK Federation President Hon. Jefson Romeo B. Felix signed the agreement alongside SK Chairpersons representing all twenty-seven (27) barangays of Naga City.
Under the terms of the MOU, the youth leaders will serve as on-the-ground community correspondents tasked with actively using the application, submitting timely distress pings during emergencies, and promoting platform adoption among their constituents. NPC stated that it is providing all platform access, training, and technical support entirely free of charge to the SK Federation.
“With Naga City youth leading this pilot, Bagyo.app is set to roll out as an open-source & decentralized platform for other communities throughout the country,” said Jared Dillinger, CEO of New Prontera Corp. “Our objective is to support disaster response, relief, and resilience campaigns such as ‘Bagyo Ka Lang, Naguenyouth Kami!’ together with global partners like Blockchain for Good Alliance at its core — encouraging social responsibility for the youth to Report, Respond, & Rebuild; Together.”
Future Outlook
Following the pilot deployment with the Naga City SK Federation, NPC plans to make the decentralized platform open-source for potential future adoption by other local youth organizations and local government units across the Philippines.
