Major digital platforms operating in the Philippines are now facing a two-front regulatory crackdown.
On September 22, 2026, the National Privacy Commission (NPC) formally issued Show Cause Orders to Meta, Roblox, Reddit, and Discord, demanding that the tech giants account for non-compliance with local data privacy registration laws. The privacy regulator’s enforcement action comes as cybercrime authorities simultaneously push to restrict or block platforms that fail to set up local offices within 24 hours.

Privacy Watchdog Targets Minor Data Safeguards
The NPC’s Show Cause Orders specifically cite non-compliance with registration requirements under the Data Privacy Act of 2012 (DPA) and NPC Circular 16-03.
Under Philippine law, entities that process personal data, particularly those serving vulnerable demographics like minors, must formally register their data processing systems with the state. The NPC’s investigation will assess whether these platforms meet basic standards for transparency, lawful data processing, data subject rights, and technical security measures. The regulator warned that platforms failing to prove compliance face formal administrative sanctions and regulatory action.

The regulatory onslaught follows three separate school shooting incidents in the Philippines within a span of four months, most recently at Banga National High School in South Cotabato on September 18. Investigations into the incidents revealed that minors involved were active in unmonitored digital channels linked to radicalization, online sexual abuse and exploitation of children (OSAEC), and violent extremist content.
While the CICC’s 24-hour directive focuses on establishing physical representation to streamline criminal subpoenas and content takedowns, the NPC’s action attacks the problem from a data protection angle. The privacy commission is probing how these platforms handle, track, and protect the personal information of young users who gather in these digital spaces.
